How did our federal legislators vote on animal issues during the 110th Congress?


The Humane Society Legislative Fund publishes an annual Humane Scorecard that tells you how your Congressperson votes. For the 110h Congress, the New Mexico delegation scored from 0% to 85%.

Leading his New Mexico colleagues was Congressman Tom Udall with 85%. Congressman Udall voted for the final passage of the American Horse Slaughter Prevention Act and against an amendment that was designed as a “poison pill” to the act, for a bill to protect wild horses and burros from sale and slaughter and for the Pets Evacuation and Transportation Standards Act to include pets in disaster planning and response. He was also a co-sponsor of the Downed Animals Protection Act and signed a letter requesting funding for the Animal Welfare Act and the Horse Slaughter Prevention Act among others. However, neither Congressman Udall, nor any of the New Mexico delegation, were co-sponsors of the Animal Fighting Prohibition Act and now in the 110th Congress, none have joined the other historic 303 co-sponsors in signing on to the bill despite New Mexico having just passed a state law outlawing cockfighting in the state beginning on June 15, 2007. Dogfighting has been illegal in New Mexico since 1981 and carries felony penalties.

Congresswoman Heather Wilson scored 42% for her animal-friendly votes on the Wild Horses and Burros Protection Act and the P.E.T.S. Act while then voting against the American Horse Slaughter Prevention Act and voted for an amendment that would have killed the bill. She is also not a co-sponsor of the Animal Fighting Prohibition Act.

Congressman Steve Pearce scored only 14% for his vote to support the P.E.T.S. Act while then voting against protecting American horses, wild horses and burros from sale and slaughter. He is not a co-sponsor of the Animal Fighting Prohibition Act.

In the Senate, Senators Bingaman and Domenici scored 0% and they only vote they participated in was the “poison pill” amendment to the Horse Slaughter Prevention Act, which they both voted to support.
