Torrance County Adopts New Animal Ordinance

APV works for stronger laws to protect NM's animals!

Replacing a 17-year-old ordinance that only regulated dogs and cats running loose, Torrance County Commissioners unanimously voted to approve a new animal ordinance at a commission meeting on Wednesday, May 13. For the first time, Torrance County has care and maintenance and cruelty language in its ordinance, which will help to protect all animals from abuse and neglect.

Chairman Jim Frost, Commissioner Paul “Tito” Chavez, and Commissioner Venessa Chavez-Gutierrez hosted a series of public meetings earlier this year, following many months of animal ordinance hearings and workshops by the Planning and Zoning Board in 2008.

Animal Protection Voters worked closely with Torrance County Animal Control Officer Erwin Greven throughout the process, supporting enforceable language to address common cruelty problems.

Multiple attempts to pass an improved animal ordinance were tabled in past years. Fortunately, dedicated work by Torrance County officials and persistence by local community stakeholders combined to create momentum for a passing vote on Wednesday.

Animal Protection of New Mexico, sister organization of Animal Protection Voters, commends the many individuals and agencies who supported the new ordinance. By protecting all members of the community, we create a safer and better place to live.

Additional animal-friendly elements of the new ordinance include:
  • animal fighting language, including a ban on animal fighting paraphernalia
  • regulations on dog chaining
  • protections for wild animals
  • protections for animals left in hot cars
  • prohibition of animal abandonment
  • differential dog licensing to encourage owners to sterilize
  • permits requiring inspection for dog and cat breeding, kennels
  • regulations for the disposal of dead animals
  • penalties for violation including misdemeanor charges, with the possibility of mandatory classes on animal care, and fees to benefit an animal welfare fund
