Progress for New Mexico’s
chained dogs

On Monday the House voted unanimously to support HM 19, a memorial to study the humane and public safety impacts of persistently tethering dogs. This is an important first step to explore how New Mexico might best keep its communities safe and alleviate the constant suffering of dogs who live their whole lives on the end of a chain. It will also explore the negative behaviors this type of confinement may create, such as aggression and biting due to a dog’s frustration and lack of human interaction.
